Case Study: Care Audit — Turning Public Inspection Records Into an Assisted-Living Finder

Care Audit was an independent, free finder for California assisted-living facilities (RCFEs), published on Alumniyat.com — our former product lab, now part of Webmaster & More. It was built entirely from public state inspection records: every citation, every substantiated complaint, and typical price ranges, for every licensed facility — with no referral fees, no shared phone numbers, and no salespeople.

The problem with senior-care search

Most “find assisted living” sites are referral brokers: the listings are free to browse because facilities pay for the leads, which shapes what you’re shown. Meanwhile, the state’s own inspection records — the most decision-relevant information that exists — sit in a database most families never find. Care Audit inverted the model: public records first, no monetization of the family’s attention.

How it was built

This was the most data-heavy tool in our lab: a static site backed by a compiled dataset of facility records, with a per-facility page and a published methodology page explaining exactly where every number came from. Keeping it static — no backend, no accounts — kept hosting trivial and made the privacy promise real.

What we learned

Independence is a positioning, not just an ethic. “No referral fees” was the single most differentiating sentence on the page. In any market dominated by pay-to-play directories, simply not taking the money is a story worth telling.

Methodology pages build trust. Showing where the data came from — and what it can’t tell you — made the tool credible to exactly the skeptical, high-stakes audience it served.

Data projects need a refresh plan. Public records go stale. Any directory built this way needs a scheduled re-import as part of the design, not an afterthought.

For healthcare and service organizations

If your field has public data your clients care about — inspection records, licensing databases, outcome statistics — a well-built directory or lookup tool can make your site the trusted starting point. We build these as custom projects: data pipeline, search interface, and the editorial framing that makes it trustworthy.

Frequently asked questions

What happened to Care Audit?

Alumniyat Tools was consolidated into Webmaster & More in July 2026; Care Audit was retired and its URL now points to this case study.

Where did the data come from?

California’s public licensing and inspection records for residential care facilities for the elderly, compiled and normalized, with the methodology published alongside.

Can you build a records-based directory for my organization?

Yes — that’s one of our favorite kinds of project: real public data, honest presentation, fast custom build.
